Abstract

The article discusses topical issues of the development of e-education in the modern conditions
of education transformation. Digitalization is an important factor influencing the development of e-education
based on innovative technologies and new forms of education. The purpose of the article is to explore global
trends in ensuring the quality of e-learning, consider international experience and determine ways for further
development. The article discusses various digital technologies and learning models that contribute to the effective
organization of the university activities and are aimed at improving the quality of training of graduates and the
possibility of their further employment in the labor market. The development of e-learning requires legislative
support, therefore, in order to analyze and evaluate the use of e-learning, the article considers the experience of its
regulatory support in various countries, such as the USA, Finland, Ireland, South Korea and Russia. Introduction of
advanced technologies into Kazakhstani educational system is considered within the KUTEL project’s boundaries
of Erasmus+ program, which reflects the modern needs of society in e-education and emphasizes the quality
issues as the main ones in modern education. Therefore, the article discusses approaches to the implementation of
advanced learning technologies (TEL) which are actively used in e-learning.
